OpenAI has reportedly floated giving the U.S. government a 5% equity stake in the company, a proposal that surfaced in the context of its ongoing restructuring from nonprofit to for-profit entity. Simultaneously, Meta has signaled ambitions to position itself as a neocloud provider, offering compute infrastructure to enterprise customers rather than routing everything through hyperscalers like AWS or Azure. Anthropic, for its part, cleared a separate regulatory hurdle that had restricted how it could deploy certain model capabilities, effectively exiting what observers had called "AI model jail."

The OpenAI equity proposal is the sharpest move of the three. If Washington holds a direct financial stake in OpenAI, the regulatory relationship between the federal government and the company stops being arm's-length. Competitors like Anthropic and Google DeepMind would face a structurally different environment: a regulator with skin in one player's outcome. That asymmetry does not need to be explicit to matter. Budget cycles, procurement preferences, and export control carve-outs all flow through agencies that would now have an incentive to see OpenAI succeed. The proposal also sets a precedent. If a 5% stake becomes a template, the next negotiation is which other AI labs get offered the same terms, and on what conditions.

Meta's neocloud positioning is the longer-arc story. Hyperscalers currently extract margin from every enterprise AI deployment. A Meta-operated compute layer, backed by its own silicon roadmap and model ecosystem, would let it compete for infrastructure dollars directly rather than ceding that ground to Microsoft or Google. Watch whether Meta announces dedicated capacity agreements with large enterprise customers before year-end. That would confirm the neocloud framing is a product strategy, not a positioning statement.
